Junior 470 European Championship

Anapa, Black Sea, 17-25 July 2000

 

 NOTICE OF RACE

 

1.  Organising Authority

The All-Russia Yacht Racing Federation and Sailing Federation “Anapa” in co-operation with the  International 470 Class Association and the Russian 470 Class Association are pleased to invite 470 sailors to take part in the  Junior 470 European Championship to be held at Anapa from July 17 to 25  2000.

 

2. - Programme

July 17-18     - Entry confirmation and measurement 

July 18           - Opening Ceremony ; practice race

July 19 - 20   - Qualification phase : six races per group over two days (no more than three races a day). This qualification phase will be prolonged for groups not having sailed four races within two days.

 July 21- 25   - Final phase : twelve races per group over  five days, with at least one

 race per group organised the last day and no more than three races a day. No start will be given after  2 p.m. on the last day.

July 25          - Closing Ceremony,  6 p.m.

Note: If only one group is organised (refer to article 7), the qualification phase will be deleted and the final phase will be sailed from July 19 to 25 , with at least one race organised the last day and no more than two races a day.

 

3. - Rules

The regatta will be governed by the 1997-2000 ISAF Racing Rules of Sailing (R.R.S.), the International 470 Class Rules and the Sailing Instructions. The event is designated Category B according to R.R.S. Appendix “G”. The specific following rules will apply :

-        Use of R.R.S. 30.1 for all starting procedures when the Black flag rule (R.R.S. 30.3) is not applied,

-        Low-Point scoring system as provided in R.R.S. A2.

-        Application of R.R.S. 42 will be subject to direct "on-the-water" judging. According to the Class Rule 26, for wind speed higher than 12 knots, R.R.S. 42 will not apply after the Race  Committee has displayed a yellow flag.

For the application of the 470 Class Rule 19.2, all the qualification races and the final races shall be considered as a single series of races.

 

 

 4- Eligibility

Competitors shall comply with the ISAF Eligibility Rules as provided in R.R.S.Appendix K.

Crews participating in the Championship shall be designated by their National  470 Class Association (or Delegation), or by thier National Authority where there is neither a National Class Association  nor Delegation. Only crews in good standing with the International 470 Class Association may participate.

At least one member of each  crew  shall be member of a National 470 Class Association, or of the International 470 Class Association when there is no National Association in the concerned country.

For each crew, the two members shall be citizens of the country represented by the crew, or have lived in the said country for five years or more and have received

authorisation from the International 470 Class Association to compete.

Only crews from European nations,  or from nations of the Mediterranean Basin having a National 470 Class Association, may participate.

Each crew member shall not have attained his or her 22nd  birthday before or on 31.12.2000  (i.e. born in 1979 or later).

Boats shall comply with the Class rules and have a valid measurement form. The sail number shall conform to the measurement form, unless a derogation is accepted by the Measurement Committee according to the Class Rules.

 

5. - Entries

Using the enclosed Entry Form, entries have to be sent with the corresponding entry fees  Euro 80- per crew, through National Associations, or through National

Authorities where there is no National Association, before   June 01 to :

According to the International 470 Class Association rules, crew modifications may be accepted from this date up to the final day of entry confirmation.

 

6. Entry confirmation and measurement

Each competitor shall confirm his/her entry at the Regatta Office and each boat shall be controlled by the measurement Committee before the first race, according to the official programme.

A valid third party liability insurance and a valid  measurement form shall be shown during this entry confirmation procedure.

Sailing instructions will be delivered at the same time.

7. - Regatta format

The Championship will consist of two sets of races : the qualification phase and the final phase.

For each phase, crews will be divided into groups; the number of groups in each phase being the same. Classification will be established for each group at the end of each phase, in accordance with the low-point  scoring system.

 

- Qualification phase : crews will be divided into qualification groups A, B, C,..., approximately of similar level and size, according to their national ranking list provided by the National Associations at the time of registration, and to their positions in previous international races, under the responsibility of the International 470 Class Association.

A maximum of six races will be sailed per group. The number of groups will be defined to have a number of  boats per group as close as possible to 35. This means that no qualification phase will be organised if less than 48 boats have been entered.

 

- Final phase :for the final phase, crews in the  qualification phase will be divided into final groups 1, 2, 3,..., approximately with the same number of  participants each, according to the results of each qualification group. Group 1 will consist of the first part of each qualification group, group 2 of the second part, and so on. A maximum of twelve races will be sailed per group

 

 - Final classification : there will be only one final official ranking list for the Championship. The first crew of group 2 will rank a place after the last crew of group 1, the first crew of group 3 will rank a place after the last crew of group 2, and so on.

 

8. - Courses

Course types will be the Olympic courses applicable to  470s, i.e. the Olympic trapezoid (with outer loop and/or  with inner loop). Length of courses will be adapted according to wind strength in order to have an expected race duration of about sixty to seventy minutes for the leading boat.

 

9. - International Jury

An International Jury will be appointed according to R.R.S. Appendix “Q”.

Right of appeal will be denied according to R.R.S.70.4.

 

10. - Titles and prizes

The first crew of the final classification will be declared  as “470 Class Junior European Champion". The first female team of the final classification will be declared “470 Class Women’s Junior European Champion”.

 

   

Medals will be awarded to the first, second and third crews of the  Championship by the International 470 Class Association.

Title and medals will not be awarded and results not validated if less than six final races are completed for group 1.

 

11 - Liability

Competitors will sail at their own risk. The Organising Authority and all parties involved in the regatta  organisation do not accept any liability for any loss,

damage or injury which may occur to person or property, both ashore and afloat, as a consequence of  participation in the Championship.

 

12. - Accommodation and miscellaneous

 

-  Accommodation. The competitors, coaches and spouses will be accommodated in the student hostages in rooms for 2-3 people each equipped with toilet, shower, refrigerator and TV with the rate of USD 20-30 per person per night. All the Hostages are located within 1 km off the yacht-club

 

-        Meals. Anapa is resort area having lots of restaurants, cafe, buffets ets. There is also a cafe in the Yacht Club where  full boarding for the delegations, teams or groups of competitors could be organised on special request.

 

-  Obtaining visas. Each Team has to inform Organising Committe about the total number of persons in the delegation, dates of arrival / departure of Russia, towns to be visisted when in Russia, town in the home contry where the vivas would be obtained, fax for communication.

 

-        Transport, Boats delivery,Chartering boats – further informanion is available in the Organising Committee.
